For those also having issues with heroku command line tools after upgrading, I also had to do the following in my terminal. Xcode-select -install brew install heroku/brew/heroku brew link -overwrite heroku It seems the upgrade to High Sierra messed with my symlinks in addition to forcing me to reinstall xcode tools.

There's plenty of StackOverflow articles on this issue telling me to do things like:
or
or
I've also gone into the Xcode UI preferences and made sure that it's pointing at /Applications/Xcode.app.
None of those works; every time I try to do a git pull, it keeps looking in /Library/Developer/CommandLineTools despite xcode-select -p reporting the correct new address.
One weird data point is that the only location I've got xcrun installed on the system is in /usr/bin. It's not in either /Applications/Xcode.app/Contents/Developer/usr/bin or /Library/Developer/CommandLineTools/usr/bin. I even tried sticking a copy of /usr/bin/xcrun into /Library/Developer/CommandLineTools/usr/bin but when I do git pull it still claims there isn't an xcrun in there. :P
update: Tried a reboot, I am still in the same situation with xcode-select -p reporting one directory while the error message says something else.
update 2: explicitly setting DEVELOPER_DIR also doesn't seem to affect anything.
update 3: same error if I use /usr/bin/git (git version 2.11.0 (Apple Git-81)) or /usr/local/bin/git (git version 2.13.0)
update 4: I completely uninstalled homebrew and I continue to have this issue.
update 5: Downloaded CLI Tools for Xcode 8.3.2 from developer.apple.com, did a fresh install if them, and still no dice.
update 6: Fresh reinstall of Xcode and the Xcode developer tools. Same situation. I could tell that it made an impact because partway through I was getting a different error:
But once I installed the developer tools it went back to the same error. Here's something really odd:
update 7: It seems to be something very specific with this repo. Other ones work ok. I tried wiping and re-cloning and it gets into this really strange state:
